IN ORDER TO EXPEDITE THE ADMISSION TO MEXICO OF FOREIGN PRIVATE AIRCRAFT, THE FOLLOWING INFORMATION INDICATING THE GUIDELINES TO BE OBSERVED WHEN TRAVELING TO THE REPUBLIC OF MEXICO
WAS PREPARED.
GUIDELINES FOR ADMISSION TO MEXICO OF FOREIGN AIRCRAFT PERFORMING PRIVATE AIR TRANSPORT REGISTERED IN THE NAME OF INDIVIDUALS OR COMPANIES.
GENERAL
These guidelines are applicable to all aircraft and their owners.
- Name, citizenship, address and occupation of aircraft owner.
- Purpose of flight.
- Flight route, indicating point of origin and point of destination including Mexican airports in which they landed.
- Dates of entrance and departure from Mexico.
- Aircraft type, registration mark, color, and date and number of Certificate of Airworthiness.
- Name, citizenship, license number and address of pilots.
If aircraft are registered in the name of individuals, they may directly enter the Republic of Mexico in any international airport.
If aircraft are registered in the name of companies, an application in writing must be filed with Dirección General de Aeronáutica Civil
[Mexico's Direction General of Civil Aeronautics], as indicated below for an authorization to enter Mexico.
AIRCRAFT CREW SHALL:
- Comply with all requirements and formalities required by the Customs, Migration and Health Departments in the international airports they use to arrive in and depart from the Republic
of Mexico.
- Comply with Mexico's Civil Aviation Law rules and regulations, and with the provisions issued by their country Authorities as to registration marks and registration letters, weight,
instruments and safety and aid accessories, as well as having in force the appropriate Certificates of Registration and Airworthiness, insurance policy, flight personnel license and other
appropriate documentation in force.
- Have an insurance policy issued in the aircraft origin country covering the Mexican Territory and the insured sum of the aircraft liability insurance shall be at least in the amount of
56,900 days of minimum wage in force in Mexico City, Federal District, which wage is periodically updated in Mexico and being now of $42.15 pesos, and such policy to be credited in the
first international airport in which they land.
- Follow such airways as previously established by Secretaria de Comunicaciones y Transportes [Mexico's Ministry of Communications and Transports] pursuant to P.I.A.
[Aeronautics Information Publication of Mexico] manual.
- Observe all regulatory procedures contained in the P.I.A.
- Aircraft pilots shall duly notify in advance using the most adequate and prompt communication means the Aeronautics Authority in the international airport nearest to the point they are
going to cross the Mexican border of their intention to enter Mexico.
- In the event that their aircraft fly over border airports, the pilots shall communicate with the Centro de Control de Tránsito Aéreo [Air Traffic Control Center].
IN THE INTERNATIONAL AIRPORT OF ENTRANCE, THE AIRCRAFT PILOTS SHALL:
- Complete and sign Form G.H.C.-001 to request the appropriate authorization by Customs and Migration Departments. (See
Exhibit 1; [requires
Adobe Acrobat Reader]).
- Deliver Form G.H.C.-001 to the manager of the international airport in which the first arrival took place in order to obtain the relevant seal. The aircraft pilot shall keep the
original of Form G.H.C.-001 aboard to produce it as required by the Aeronautics Authorities in other airports they use during their stay.
- Deliver a copy of the insurance policy to the airport manager.
Once the above guidelines are complied with in the international airport of entrance, foreign aircraft may freely operate within Mexican Territory, always submitting to provisions
contained in the aforementioned Civil Aviation Law and its Regulations.
Such aircraft admission to Mexico shall be in force up to 6 months from the date of its first arrival and such admission shall be due early if during its period of force the aircraft
leaves Mexican Territory.
When departing from Mexico, pilots shall deliver the original of Form G.H.C.-001 to the manager of the international airport of departure.
When departing from Mexico, aircraft may leave any or all the people who entered along with them to Mexico, so that they may stay and leave the country in a date other than the date of
the aircraft departure and by any other transportation means, provided that each of such persons has his/her entry form and it is in force.
A prior authorization by the Direction General of Civil Aeronautics will be required in any of the following cases:
- When aircraft are leased. (individuals or companies.)
- When aircraft are owned by a company or corporation (Enterprises.)
- When aircraft in question is a helicopter of any type and capacity.
The authorization for the above cases must be requested in writing 5 Officeing days before the date of the intended travel to:

This document is applicable only to aircraft deprived of registration marks and foreign registration letters of any type, while in private flight.
Flights shall not be for commercial purposes and these aircraft shall only transport their crews, the owner or possessor, their relatives and guests in pleasure trips.
These aircraft shall not carry cargo, goods or merchandise of any kind other than of personal use by such passengers and crew.
This document does not cover private demonstration flights.
Foreign civil aircraft performing non-commercial private service and used solely for pleasure and private matters flights, may enter or depart from Mexico by means of any of Mexico's
international airports.
In order to accomplish promptly all proceedings related to private aircraft registered in the name of companies intending to enter Mexico, a format to be completed containing the required
information to obtain the appropriate authorization is provided below.
This information indicates the guidelines for admission to Mexico of foreign private aircraft and it is supplemented with the document titled "FLYING TO MEXICO" which includes all matters
related to the Navigation in the Mexican Air Space.
