Baja 4 restricted flight zones

We have been notified by the authorities in Mexico that there are four restricted fight zones that are an issue for planes entering Mexico from the United States.
They are MM(R) 412, MM(R) 413, MM(R) 414a, and MM(R) 414b. You can find them on approach plates for Tijuana and on the attached low level IFR chart.

They have been in place for several years but have been largely unused and therefore ignored. That has changed.
The military will be utilizing these areas (they did not say what for) and they will be occasionally active. We were told that we MUST check for notams. This is the only notification we will receive on the active/non-active status(s) of these areas.

Violation of these restricted zones is NOT a civil violation, it is a military violation. This goes into effect November 1, 2020, today. They went on to let us know that violation of these restricted zones, will be dealt with, by the military, to the fullest extent of their authority.
